The Federal government role in education

The Constitution does not provide for a federal role in education, and public schools have traditionally been under the jurisdiction of local authorities. The system in congress is broken

The way the Senate and House appropriate funds makes restraint in spending impossible. There is absolutely no incentive to limit spending. In the "good old boy" environment, if you don't approve my expenditure, i won't approve yours. More.
